Shelly, Just Shelly. Is a Refugee Who Luckily or Unluckily was granted settlement in Devil City. The one who signed the papers was her “Guardian Angel” Known as The Rat King. She Never speaks, Rarely blinks and has a hard time getting to bed. She seems to communicate via nods and gestures, Rat king however is very vocal about Shelly’s needs and will not hesitate to sling a few slurs. All that is known about her past is that her parents were shot to death during an “Altercation” in the east. It seems that’s where the other half of her ear went too.
She rarely smiles, but when she does it’s usually when she’s eating cookies.
